SINGAPORE: On Wednesday, July 24, Pritam Singh, secretary-general of the Workers’ Party (WP), posted a brief joint statement on Facebook announcing that two protracted lawsuits involving town council funds had been settled with the Aljunied-Hougang Town Council (AHTC) and Sengkang Town Council (SKTC).
The town councils sued eight defendants in separate civil suits: managing agent FM Solutions and Services (FMSS) and its owners, Ms How Weng Fan and her late husband, Mr Danny Loh; former town councillors Mr Chua Zhi Hon and Mr Kenneth Foo; and WP leaders Mr Singh, Mr Low Thia Khiang, and Ms Sylvia Lim.
In summary, the case concerned the purported misappropriation of town council funds related to the appointments of “conflicted” parties, Mr. Loh and Ms. How, who held dual roles in the WP-held AHTC (and, at one point, the AHPETC, following WP’s victory in the Punggol East constituency) and FMSS.
Using audit reports that claimed S$33.7 million (US$25 million) in misappropriated funds as support for their claims, the town councils filed civil lawsuits against the eight defendants to hold them accountable for damages.
October 2018 saw the court date for the case. It covered hundreds of pages of court rulings during the trial and the subsequent liability appeal, in addition to dozens of media reports.
